Microsoft (MSFT, Financials) said it does not believe U.S. Immigration and Customs Enforcement is using its technology for mass surveillance of civilians, responding to a media report about the agency's expanded use of its cloud services.

The statement followed a report that ICE more than tripled the amount of data it stored in Microsoft's Azure platform in the six months through January 2026, as the agency increased arrests and deportation operations. The report cited leaked documents and said ICE used productivity and artificial intelligence tools to analyze data.

A Microsoft spokesperson said the company provides cloud-based productivity and collaboration tools to the Department of Homeland Security and ICE through partners. The spokesperson added that company policies prohibit the use of its technology for mass surveillance.

ICE declined to comment on specific investigative tools but said it uses technology to support criminal investigations.

Microsoft said Congress, the executive branch and courts should define clear legal boundaries for law enforcement use of emerging technologies. Investors may monitor any regulatory response and updates on government cloud contracts in future earnings reports.
